Banner submission section...

Maybe I missed something important, but I can't find it anywhere.
I don't come here as much as I did BACK IN THE DAY, so I may be uninformed as to new stipulations pertaining to banner submission.
Can some send a link or tell me where the hell the submission page went?

I put this in general AMV as it a question about the site that anyone can answer (saving a mod some time).

The orange text reading "banner ad contest" is actually a link. I know, it's very well hidden and someone should make it more obvious, but there it is.

Sadly, my banner takes up too much memory.
And it's only 2 damned frames.
