I realize that most people get reviews from their friends or people that they know once they have built a reputation,
But are their any formal review groups or clubs that specifically band together to help critique each others groups?
Personally I don't spend enough time online to be able to build those strong relationships (work is a killer) so I am looking for a news list or the like, where when I do get online, I have a direction for what videos I should review and I could ensure that I get some kind of feed back on my videos.

If you join a production group, you can probably count on shared feedback from your fellow members. But for reviews...
Have you seen the 'Opinion Exchange' forum? That's the closest thing I can think of. You trade reviews with people, and there are some there who give free reviews, or 2 for 1 deals. As far as I know there aren't any 'official' reviewing groups, aside from fangroups for certain editors. ^_^;

I just found editors around me to bounce ideas off of. SnhKnives for one, is a greatly skill editor and lives (now) mere minutes from my apartment. He's always willing and honest about giving me feedback on ideas and/or works in progress. AMV_4000 and Sputnik are 2 others who I can test video ideas with. Although with them if they hate it, it must be gold, because when we edit together it always turns out wrong. And as we all know 2 wrongs make a right; or something to that effect.
But the most trustworthy feedback I find is by friends outside the community. Even some of my friends who are not into anime find my videos enjoyable and in one instance emotionally moving. That's when you know you have a winner!

You could join one of the mini-contests that users run on the site or submit your video to a convention for that. Good luck there.
If you just want detailed feedback on your videos, then you can either
A) ask around to see who gives the best opinions.
.. The problem here is that the people who give the best, most helpful opinions (Lets use Arigatomyna for example) are usually swamped with people wanting opinions and feedback because they know that whatever the wait, it's likely going to be worth it.
B) check out the ops forum, and do trades or free ops.
.. Your best bet. You may get some cheesy cop-outs with two or three sentances, but at least you'll get some feedback, and potentially very useful reviews
C) Hope for unsolicited ops.
