Audio volume gain -- in video?

In audio tools and programs it's possible to find the max gain in the entire audio selection and basically make the audio louder.

Is there an equivalent tool in any program or do I just have to settle with normalization?

In Premiere, right click on an audio clip, select "Gain", and say Normalize. However if it's really quiet it won't normalize to beyond 200% gain.

If you want to make the audio louder, sometimes you are limited by the loudest part. Normalisation makes sure that nothing gets clipped but sometimes this doesn't sound very loud.

What you need to do in this situation is to reduce the dynamic range. If you check out the audio guide, in the sourcing section there's a page on normalisation and boosting your audio that might be of use.
