In audio tools and programs it's possible to find the max gain in the entire audio selection and basically make the audio louder.
Is there an equivalent tool in any program or do I just have to settle with normalization?

If you want to make the audio louder, sometimes you are limited by the loudest part. Normalisation makes sure that nothing gets clipped but sometimes this doesn't sound very loud.
