forum rules

A post in the anoucement threads that AD addressed made me think of this,

But I think we need to have the forum rules in a more noticable place... some of us don't actually visit the site anouncements thread ;p I actually didn;t know they existed until I got chastised for a sig banner to big when I first joined. Maybe making them a sticky at the top of every forum category might be a good idea. with a subject like "Forum Rules" or something.

just a thought that might help cut down on the amount of people that keep breaking them.

The rules are listed when you sign up.... how more obvious can that be?
