Search for cropping in the Adobe Premiere help section.

But I must ask, why?

Yes, that's the question-now, take a stab at the answer, please.

To crop you should use VirtualDub before you bring your clips onto the timeline or afterwards with the whole exported movie. Open Virtualdub, then open your movie file. Go to "Video > Filters" and choose "null transform" and crop it to the point you want it- or choose "resize" from the same filters menu to the aspect ratio you want. Be sure you use a resizing algorithm that is not "Nearest Neighbor".. the others are pretty effective, although people have their preferences.

They were widescreen because the show/movie they were using was widescreen, or they just wanted to make it widescreen for some reason.

If your source is fullscreen, you don't really need to make it widescreen, unless you really want too.
