Star Ratings...>.>

I think this is the correct place to address this. Ahem anyways, is there any consideration that could be taken into stopping the 'You have ___ star ratings please fill these out before continuing" type messages?

My reasoning is this:

I use Star Ratings as a way to remember what I have to op. When I leave one blank it generally means I haven't oped it, or can't remember what I saw so I don't want to give a poor rating.

The thing is, whenever that message crops up I find myself making a snap decision to just fill one in, without taking consideration, and now I can't even access 'My downloads' page unless they are all filled in.

What prompted that? Looking at your downloads hardly seems worthy of having to fill in a star rating. I can't poke around in there to recommend things to people. At least take modifying that into consideration.
