The Squares Attack a frame rate problem

here is the prob:
iv created an amv using dvd footage the file is at 29,97fps interlaced and
everytime i export it (using premiere) the output vid file has some parts with small squares like if the image was laggin, i tryed to solve this by myself and i found out that it was a frame rate prob so i reduced the frame rate to 25 then 24 but no good result, only when at 24,5 some parts get fixed.

did you IVTC before you imported the video to premiere?

did you IVTC before you imported the video to premiere?
No i didnt maybe the problem is there, now i have already exported the final work, can i still fix it?

now it works, all i had to was the ivtc and reimport the video
