If you want to try something (someone) out of the ordinary, there's a nice French singer named Aliz&#233e. She has a song called Abracadabra that I always thought might work for a magical girl theme. The lyrics may be darker than what you're looking for.

The closing song for the anime, Z-Mind, is also very cute.

While such comments create in me a desire to rip quoted person to shreds, there is a point made in here.

While I know nothing about the anime you want to use, the song 'Cafe Girl' by Sage Francis is a cute song. It doesn't have any female vocals in it, and it's rather situational (It takes place in a cafe), but if you could make an AMV for it, you would have my undying respect.

Else, try Tori Amos. She's a bit Evanescence-ish, but that's because Evanescence is strongly influenced by her. Specific songs I'd suggest would be Cornflake Girl or Strange Little Girl.

Kawaii series needs kawaii song. May I suggest "I Wanna be a Witch" by Kim Fox? Slower upbeat song, would be easy to lip-synch, quirky lyrics:
