No, it's not. Here, let me go into great and painstaking detail just to clear this up for you and anyone out there who is obviously confused. *cracks knuckles*
Originally, the concept of Tenchi Muyo was thought of by Masaki Kajishima. The show was co-authored by him and Naoko Hasegawa. It was approved and made as an OVA (Original Video Animation) titled "Tenchi Muyo! Ryoouki!" and 6 episodes were done in 1992. This is what is known as OVA 1. Then in 1993, they made a longer 7th episode, titled "The Night Before the Carnival", which was considered a special.
In 1994, Hasegawa helped to greate a Tenchi TV series, simply titled "Tenchi Muyo! TV". In Tenchi Muyo TV, the characters were reintroduced and given different background stories than those in the OVA. In America, this is called "Tenchi Universe"
Sometime in here, a short OVA was released called "Tenchi Muyo! Soundfile", which contained a bunch of weird music videos, as well as "Galaxy Police Mihoshi's Space Adventure", and the debut of Pretty Sammy.
Then in 1995, Kajishima released a second run of the OVA series, which was episodes 8-12. This is a continuation from the original 7 episodes. They also made a short bit which concluded some things (We like to call it episode 13.5)
I don't remember if it was in 95 or 96, but around this time, the first Tenchi movie was made. It was titled "Tenchi Muyo in Love", and continued the TV series.
In 1997, yet another TV series was released, titled "Shin(New) Tenchi Muyo". This series, once again, reinstroduces the characters with different background stories, and has more of a "monster of the week" feel to it. In america, this is called "Tenchi in Tokyo"
Also around this time, another movie was released. It was titled "Tenchi Muyo! Manatsu no Eve (Midsummer's Eve)", and played in Theaters in Japan as a double feature with the third Slayers movie ("Slayers Great"). This movie is OVA continuity as far as the Hasegawa novels are concerned. You see, Hasegawa had been relasing novels that continues from OVA 1 the way she wanted it to go, rather than the route Kajishima took. There is also a sequel to this movie int he form of a radio drama called "Manatsu no Carnival (Midsummer's Carnival)".. In America, this movie was called "The Daughter of Darkness".
In 1998, yet another movie was released, titled "Tenchi Muyo in Love 2". This movie continues the first TV series yet again, but with a different animation style, and a kind of different feel altogether. Some like it, some hate it. In America, this movie is called "Tenchi Forever!".
In 2002, Masaki Kajishima, under the direction of Watanabe Shinichi, released another new TV series titled "Tenchi Muyo! GXP". This series details the adventures of a boy named Yamada Seina, whose bad luck is as legendary as Mihoshi's good luck. Seina is a friend of Tenchi's from school, and is accidentally drafted into the Galaxy Police. This show is official OVA continuity, and happens one year after the events detailed in either OVA 2 or OVA 3 (Due to poor translation of the interview with Kajishima, it's uncertain to me as to which OVA it happens after...)
In 2003, Kajishima will release a 3rd run of the OVA, which will detail the "Choushin War", a battle between Washu, Tsunami, and Lady Tokimi. Many secrets will be revealed in this series... However, despite popular belief, it's official: Tenchi does not choose a girl in this series. This was announced at the GXP panel at Anime Expo this year, despite that the (poorly translated) interview with Kajishima states that Tenchi will choose. I guess it COULD still be up in the air, but at AX, it was flat out denied.
