I don't think the American references is at all valid proof for it being made in American. Trigun had a bunch of American references as well.

if I remember correctly what Jan Scott Fraizer told me, a lot of the animation is done in Japan, but all of the coloring is sent out to other countries.

I think.. I may be wrong, though, that the original poster meant to ask something along the lines of point of origin... Like if the studio behind a piece was from Korea, and it had a Korean creator and producer and so on, is it still anime?

And in my opinion, like I said before, as far as my answer is- If the Japanese recognize it as such, I think it is. If it's in an anime style, sure. (of course, there's so many different STYLES in anime that that's kind of a moot point. I mean, you've got the style Bebop's in, and then something like Ah My Goddess, or Slayers, or FLCL..)
