there are other anime that overly use ending phrases too:

ebichu - "dechu"
Kenshin - "gozaru"
then the infamous digi charat endings, nyo, nyu, gema, boo etc.. (which don't mean anything if I remember)
usually people with heavy accents (like from osaka, such as in abenobashi and osaka in azumanga daioh) use different words than traditional "by the book" japanese.

Just to clarify, 'dechu' is just a word play on 'desu' said by a hamster, while 'gozaru' is simply a more respectful form of 'desu'.

'nyo' and stuff is just messing around though

"gozaru" is supposed to be ancient, though. It was even old back when Rurouni Kenshin was supposed to have taken place. It's not really that it's more respectful, but that it was the way samurai spoke, back when samurai were still in full force. It's probably supposed to tie him to his past, or something.

This is true, but you still won't hear it in every sentence. Like
Watashi ha shiken ga arimasu.

Watashi ha shiken ga arimasu desu. Sound way too weird

But, "sono tatemono ha okii desu" is just a litte more polite than "Sono tatemono ha okii." To me, it sounds incomplete when I don't say the desu anyway.

Well, the way it's taught in class is more the formal/honorific form. Seems better to err on too formal in Japan, than too informal. The explanation is the best I could give at my level...still in Japanese 1, making 3- and 4-word sentences.
