It's also called This Ugly and Beautiful World or Kono Minikuku Mo Utsukushii Sekai. It's a new series from Gainax, and it's their 20th Anniversary work.

That summary was strange...it started off rather light and carefree, then it got freaky.

Sounds a lot like a certain other of GAiNAX's series.
