Tenchi Muyo and Hellsing. Without a doubt. I cannot find any funnier and/or more action packed.

Its funny but the most action packed anime I've ever seen is a manga, the Berserk manga. It has some of the most intense action scenes I have ever seen (even though its not animated). The anime shows some of the action, but its only when Gutts battles demons that it picks up. As far as funny goes, Tenchi is good but comedy wise Tenchi GXP (I dont consider GXP to be Tenchi since it has nothing to do with him) is better. All together I would say the funniest series I've seen would be Excel Saga.

ES is the bomb. All the scenes with Iwata just crack me up.
Tenchi in Tokyo has been my favorite so far. Only seen 30 minutes of it (episode 16) but it was an AWESOME 30 minutes.

lain has no action, no comedy, no romance, actualy, it doesnt even have much sence, but its still one of the most amazing anime ever created

After watching Lain so many times I understand it. That sentence in itself is fucked up and so am I for writing it but its true.

Excel Saga is funny but imo it hard to watch. At times it doesnt make sense and its so random I can hardly keep up although watching the dog and pedro is really funny.

Hellsing would be cooler if it didnt end so ubruptly.

Escaflowne was never about action, though, it's a more of a drama than anything.

Hmm, top 2 animes for me:

Great Teacher Onizuka:
-great balance between drama and comedy mainly due to Onizuka himself.

Slayers
-just a straight-out hilarious parody of the fantasy genre in general.
