You don't do a layer change in a big action scene like in Patlabor I when the team sets out into the water towards the tower. It's a big rainstorm with lots of people and machinery moving....so let's do the layer change HERE!

My suggestion is to go ahead and watch it somehow. Try Greencine if you just want to rent it, I think they have it for rental.
I personally find it enjoyable. It takes place in a fictious alternate Earth and deals with a nation's fledgling space program and the man chosen to be the first human being in outer space. It's more about people than space travel, which gives it an endearing down-to-earth quality. Has funny moments, but largely serious, and quite good.
