Jesus god damn frijoles. OK, here's the deal:
1. You can only use images that are up to 80 pixels wide by 80 pixels high as avatars, regardless of file size. This image is nearly twice that. You would have resize each frame to that size, which would make the image harder to make out.
2. Avatars can only be 6 kilobytes or less (hosted onsite), or they can be as large as you want if hosted offsite, although the smaller the size the better. This animation you want to use is 546 kilobytes. Of course it won't upload to the site. It's over half a megabyte (1024 kilobytes) in size. It's 91 times larger than the limit. It ain't happening. Even with offsite hosting, which has no limits, a mod would probably kill something of that size.
To conclude: YOU WILL NOT BE ABLE TO USE THIS ANIMATION ON THE SITE AS AN AVATAR OR SIG.
If you want a frame from the animation, to use as your avatar, try using the software Xenodrake recommended and cutting the frame out of there.
Edit out the shit you don't want displayed out of the frame in MS Paint, of all things. Open the cut frame in this. Resize it, save it, and then try it. I don't think anyone is going to do it for you.

LOL, or maybe they will...
I resized it to 80x80 pixels, cropped of the black stuff on the top and bottom, slowed down to about the same rate as the original version. It's 354 k, you're going to have to host it yourself. It wasn't really that hard to do with Premiere, took about 10 secs...
What's your e-mail address? I'll send it to you through e-mail.
You're welcome.

Always the gullible Canucks
*shakes head*. At 354K, I still don't think it'll last long if a mod is on the case. Not that I care, since I have cable internet, but I know there are a lot of 56Kers out there who probably wont appreciate having to swallow that much data for one lousy avatar.

Sierra, email it to me (EMail link is at the bottom of my posts, like always), and I'll make the size smaller (Even if I try to make the file size smaller, it'd still be about 100kb) and I'll host it for him. I'll then PM him the link if he wants. I've still got about 18MB left on my liquid2k account (Which is where I keep my avatars/sigs/txt files, etc.), so the space isn't a problem.

Whoa, when I slowed it down, it was really slow. I didn't think it would turn out like that. So I went back into Premiere, set it back to speed 100%, and now it's only 106 kb!
I'll send you this one instead, okay Wolfwood? (BTW, I like your avatar--Vash!!
)
And Gotenksisdabest, if you want to do something for me in return, you could review my latest video when it's done... (I'll e-mail you when it is). I didn't really mind doing this for you though.
