If you're going to go the picvideo route, say for the bait and switch method the one you want is this: 28$ for non commercial users. Well worth the price.

Not to mention if you don't mind editing with a watermark on your preview files it is free.

Not to mention ffdshow (previously ffdshow and ffvfw, the two have been combined) does both absolutely free. And you can look at its guts, too :|
