No Lina should not have breast implants, she's normal. The only reason they call her flat chested is because she doesn't have your typical anime breasts that mostly couldn't be natural in real life.

i would say no she shouldn't have implants and besides didn't they say like the the beginning of the series she's like 15 or something? so in reality she hasn't finished grow. of course it's just an anime for god's sake.
