Heh, Hiei could use either the dragon or try deflecting them - but I don't think he'd bother to do either. What happens in DBZ when Vegeta gets angry and just stands in one place blasting the heck out of a seemingly motionless target? The person zips around behind him and gets a back attack point-blank. Frieza does it, Kid Buu does it, it's pretty standard in DBZ.
Hiei does it as well. During his fight with Bui he does *just* that - only he appeared behind Bui so Bui's attack would hit him (it was following Hiei). Still, it would be simple to zip around and attack if he wanted to. And remember - when Hiei did that with his fight against Bui he was pretty much floating in midair - he even 'paused' long enough to get one shitty little smirk in before the blast hit. ^_^;;
So no, I don't think Hiei would stand there, or deflect the attacks, or even try to counter them. I think he'd let Vegeta think the attacks are making contact while he disappears and goes for an unexpected counter attack - point blank range.
The real question - wouldn't Vegeta know better than to do that? As many bad guys as he's tried that on (and failed because they got behind him while he was distracted during a long drawn out shower of blasts)? I don't think Vegeta would do it. If it took place at the end of the series, he'd surely know better by then. Like Hiei, Vegeta is stubborn and cocky, but not dumb. ^.^
