I'm sure they sell the manga just about anywhere they sell books, the only problem is that it's a rather long-running manga, and you might not necessarily find the first volume right away. It's an armageddon type thing, but it's really great. There's a movie too, but fans of the series seem to dislike it, so I'd avoid it if I were you. The television series is beautifully done...the quality of the animation is pretty much top-notch. My younger brother likes it too.

Ok, I'm not good at summerizing stuff so anyone can add on if they wish. Also, I may abbreviate some terms in order to save time.

In 1999, there's going to be a battle between 2 groups of people. They're known as the Dragons of Heaven(DH), the Seven Seals and Dragons of Earth(DE), the Seven Angels. The DH wanted to save the Earth and let it continue, but the DE wanted to destroy the Earth and start everything over from scratch. There's this teenage boy named Kamui who has to choose which side he should join. So basically, he decides the fate of the earth.

Yup.
I've downloaded the first 5 episodes of Angelic Layer awhile ago, but later deleted them.

I plan to get the DVD release in the near future (when I have the money).

You're leaving out the fact that Kamui has a counterpart that will join whichever side Kamui doesn't. The counterpart goes by many names, depending on the translator, character talking, and situation, including Twin Star, Soiboshi, and The Other Kamui. It's effectively the battle between the two Kamuis that will decide the fate of the world.
