Labyrinth of Flames is the worst I've watched more than once - if the dubbed version wasn't so darn funny, I'd never have finished it the first time through, let alone bought the dvd. It's all breast/panty/larger breast/more bare skin/slapstick humor with a plot that only exists on the lightest level necessary to have the large-breasted females onscreen.

Unfortunately, most of the fanservice is simply ridiculous - I crack up every time I watch it, so I can't help but get a kick out of it despite the 'genre.'

As for other genres of fanservice - that's hard to say. For the cutsey shoujo type fans, I'd guess CCS is pretty strong, as well as Fruits Basket. For the sappy romance fans, Fushigi Yuugi definitely ranks high. Physical action fans tend to drool over Samurai X (the Kenshin ovas), Hellsing, and other bloodshed-prone anime. The mecha is tough to decide, but I've been told GW is high, the latter parts of MKR, and pretty much any anime that *has* mecha in it.

You could say any anime that focuses on sex/mecha/violence/romance/cuteness/etc is strong on the fanservice since it is aimed at the fans of those particular genres.

The exception (if there is one) would be anime that has a mix of many genres - where the fanservice is on multiple levels so no one type stands out more than the others.

So by this broad definition Spriggan is one big fan service?

Puni Puni Poemi was fan-service royale with cheese.
*shrugs* Who are we to understand the male/female mind? In any case that definition was taken from Urban dictionary. So meh.
