Well you go in your "system" configuration under windows, select "hardware" or something like that, then you select your DV drive, and windows allows you to change its region. There's no need for codes or stuff like that, unless you plan to change really often (I think the limit is 5 changes).
In cas you want to change region often, you migt have to crack the bios of your DVD drive.. which is not too dificult, provided someone has coded something like that for your model of DVD drive
