i think it could be taken that way. the independence thing seemed really big. empowerment over the man...well akio seemed appropriate.

What does the friggin car wash that pops up (while Utena is turned into a car) represent?

i don't what it symbolizes but i am guessing that it was meant for a change. at that time utena became dependent on anthy. their roles changed. anthy had to save utena at the end and believe in herself for a change.
