Hits or LOCAL (16)?

Can anyone tell me the difference between Hits and Local? What I mean is when I go to edit my videos I see Hits = 64 and LOCAL (16) Which one of these tell me how many downloads have been made of my video?

Hits is how many times the video info page has been viewed. Local is the number of times the video has been downloaded.
