If AMVs is all you care about, AWA is the place to go. It's also got a bit more of a crazy, anything goes, fan friendly enviroment. It's a nice, smaller con. Haven't been to it myself though.
If you care about anything else pertaining to Anime though, AX is the place to be. The industry folk often use the convention to make most of their big announcements too. It's a lot more organized and polished, which can be a benefit or a negative depending on how you look at it.
AX has AMVs too, but not the magnetude of AWA. Heck, no-one has AMVs on the magnetude that AWA does. AX, on the other hand, has royally stumbled a few times in past years with their AMV contests, but after AX2003 they really redeemed themselves in my opinion, so I think they got those problems licked. AX2003 went so well that I'm at a loss as to how it could be made better for AX2004. (Well... the MC has got to go, but aside from that...)

I have to somewhat disagree with your statement there. AWA is a full size anime convention (not just AMVs) It has a pretty big dealer room and cosplay, panels, guests and everything else you expect at a anime con. Yes, AX has bigger guests and all, but there are advantages to a smaller con vs the big ones... More organized and polished?? Hmmm... really? Have you been to Otakon or any other con... AX is reasonably organized but I've seen better organized anime cons as well...
