Odd video question

Well not odd, but it reverts to a question I asked yesterday..but now I'm curious on what it's called and what causes it.

Often when filmed with camcorders and you can see this on the news if they ever have footage of computer monitors on the news, the monitors are doing this weird scrolling thing which makes the picture on the monitor rather unviewable. I heard what causes this once before but I hardly remember anymore.......so what is it, and what causes it?

It's to do with monitor refresh rates. When captured a digital source can take a frame during a refresh. The human eye cant really notice monitor and tv refresh much but a digital source can.

The effect is based on that and the scrolling is based on the difference between the camera fps and the monitor refresh in Hz, I think.
