I'd say she's a main character; the plot isn't centered around her but she is in a majority of the episodes I've seen. And it's currently being released on DVD (the first 12 episodes are already out) - although it's been available on VHS for a while. Anyway, I did a google search and found this picture of her, although I don't know if it's from the anime or manga version.

So I'm assuming it's being released under the name "Maison Ikkoku"? Or did they do a translation...
