Well, time to invest in some type IIA or type III body armor, and an AR-15.
You know, it really pissed me off with the previous Beltway Sniper case, with Muhammed and what's his name, that Chief Moose fucked up the whole investigation. We wouldn't want to imply the prime suspects are black, now would we?
That's the exact reason we got rid of him from Portland.
If they want to find this guy, why don't they dispatch a few Marine Corps scout/sniper teams for some countersniping missions? They're basically looking at a guy who's doing the whole copycat bit of the Beltway Sniper last year, so he's sticking to convenience stores and gas stations.
Reference the positions of the previous crime scenes on a coordinate plane, and locate a central point by averaging the positions on the coordinate plane. Using that, draw a 5 mile radius circle on the map using the center as that averaged point. Put two-man scout/sniper teams from an inactive Marine Corps unit at every other gas station within that five mile radius for a week. With their superior counter-sniper skills, they should be able to locate the sniper via his muzzle flash, and the vapor trail of the bullet. The scout/sniper teams, from gathering the sniper's position, could easily coordinate the capture of the sniper with air units (your standard Bell 218 Jet Ranger equipped with LLTV/IR/Nightvision on a remote 360º platform) to locate any getaway vehicles, accomplicies, etc, while having SWAT teams use concealment in the general region to encircle him (see Chapter 6: Casting a Net to Catch the Fish, and Chapter 20: Outflanking and Encircling Tactics, of Mao Zedong's Art of War).
It isn't that hard to catch this sniper. Considering this opponent is an elite Marine Corps scout/sniper at best, we have plenty of devil dogs with adequate skills to catch this guy. However, it is most likely this individual is a weapons enthusiast, who has studied up on the basics of sniping from the original sources (mainly, the book A Rifleman Went to War), and has aquired a Remington Model 700 or Winchester Model 70 bolt-action in .308 Winchester for the longest maximum point-blank range (which helps avoid adjusting for bullet-drop of a .308 Winchester from weapons without floating barrels and less than 1:12" RH twist rifling). Assuming he's done his research, he has an accomplice equipped with a post-ban, gas-operated semi-automatic (M-1A, M-14, AR-15, AR-10, or a Russian gas-operated semi-automatic chambered for American ammo, based on the SKS assault rifle).
