Then let there be one forum instead of two! Seriously, no one is forcing anyone to go to the off-topic threads. So long as the general AMV forums aren't getting cluttered with junk, who cares how much stuff gets piled up in there? "Way Off-Topic" is for the masses to post whatever the Hells they feel like. (Examples: MY SPLEEN IS YELLOW! Anyone pee yet tonight?)
"Off-Topic" is meant for things that don't fall into the general AMV topics, but which are on at least somewhat fo a similar track. (Examples: Anyone see that new movie? What type of printer should I buy? When's the next Star Trek convention?)
If both forums were intended to be the same thing, then there would be one forum and not two.
As for not enough mod material, what I mean is, if people want the off-topic threads to be policed more, it'll probably take more mods to do so and do it quickly. I can't think of many people on the site who would be willing to do so or up to the task.
