if all else fails, I suppose you could try doing a "Repair install" from your XP CD. I'm not sure if that will kill the various user accounts or not, I think it's not supposed to.
You could also try asking in the NT forum at http://arstechnica.com/ for ways of getting at it.

if there is anything important on your hard drive, go ahead and back it up. And then reformat your hard drive by botting from the WinXP cd and deleting your old partition, and make a new one. I fthere are files you need and cat have access to, then you might want to try to recover them first, But i would suggest doing a full overhaul.

Good work with the initial investigation. Unfortunately, without more specific information, I all can assume is that the system had operations pending or active when the power failed. As in, writing to disk.
Login as root.
First, get the data off and backed up.
Are the files for other users (not shared) working? Or is it just certain directories or areas? Check the permissions. and reset all the file tags and attributes. Use cmd.exe to get command line.
If you used Encrypting File System, you must load the keys. If you did, immediately set your password to whatever it was before before accesing Protected Storage.
If you are having hardware errors, then there may be a problem with an operation in that area. Chkdsk or ntfschk, then use Recovery Console or fdisk to rewrite boot sector.

Perhaps using the Recovery Console, Win.NET eXpres or Linux-On-Disk will work. Insert your Windows XP disk and use winnt32.exe /recoveryconsole, boot from the disk and select ASR, or hold shift from any Win.NET Neo disc.

Don't reinstall without backup.
If the data is physically damaged it may be damaged further. If you used EFS, keys for encrypting your data are in the Root Store, registry Protected Storage in C:\Windows\System32\config, which is overwritten

Thank you all for your replies and suggestions. I have tried some to no avail, and I will continue to try those that I have yet to do. Though, I think I have to agree with Kthulhu, I'm SOL. Thanks for the forum suggestion FurryCurry, and thanks for some of the in depth advice danielwang. As far as specifics go, I am not the best at painting a picture with words, so I took some pictures of the boot up proccess and will use those to help show (specifically the error messages) what happens.
At this stage, I plan on reformating the Hard drive. I just want to be able to back up important files (many of which I cannot access at this point).
1.) I have two computers. Computer 1 has an Athlon 900, Computer 2 has an XP 2100. Computer 1 has one 40 Gig hard drive and is what I use to access the internet. Computer 2 has one 80 Gig hard drive and is used for video/picture editing and has files from schoolwork, web pages, vacation pictures, and lots of downloads that would take a hella long time to DL again.
2.) Computer 2 is the one that fucked up.
3.) I removed the 80 Gig hard drive from Computer 2 and placed it into Computer 1 as a slave drive. I now just change in the bios which device to boot first. When I want to use Computer 1 as my normal internet computer, I boot from the master. When I took pictures of the errors, and try to fix the errors, I boot from the slave.

4.) When I boot normally from the slave, I get this...

I also get it when I try to boot into safe mode.
5.) When going through the route of safe mode, it starts loading all the system files through multi(0)disk(0)rdisk(0)partition(1)\WINDOWS\System32\Drivers\(many different files.sys) The last file for it to load before getting the error is Mup.sys
6.) So I restart the computer and change it to boot off the master drive

7.) It loads normally (off the master drive), runs a CHKDSK on the 80 Gig drive, finds no errors and starts up just fine.
8.) I can access all folders and files

Except for this one (and all it's sub folders) in E:\Document and Settings

I cannot back up the important files from within that folder, because I cannot access the folder.
