I have an ATI card (not the ATI Rage All-In-Wonder) which used to work fine for mpeg capture last year, but for the past several months, my attempts to capture in mpeg result in a large drop in frames. Capturing in avi works better, but, I can't configure the quality of the codec used, and I can't capture in 352x240 format. Also, none of the editing software I use (magixDeLuxe, Canon Video, MGI Videowave III, Pinnacle Studio 8, Virtualdub, and a download demo of Ulead) will recognize and work with the card (some keep on giving me error readings, "asking" for my old WinTv capture card).
I did defrag my drive, but, that didn't seem to do much good. I also limited the number of programs enabled at startup. Nada. Should I try one of those "ram scrubber" things?

welcome to my world T_T . . I've been saying this too - for months!
I did a Bios update to help the "South" controling-chip help in its speed;
I also did the upgrade thinking it would help the "North" KT400 chip - but no luck yet!
the only solution that I have found was going back to an earier version on Windows!
WinXP to Win2k
Win2k to WinME
WinME to Win98 1st edition really-really helped ^____^ but I lost use of 1/2 of my hard drive!
. . . Win98 was never intended to be used for over 51gig hard drives - and I don't know why!!!!

PS . . I reloaded the Bios to the original settings and placed the Back-up that I made of the Bios into my computer - which took WinME to accomplish T_T
things are working Great now ^^ and the WinME which I reloaded again is a Speedy-Demon again ^^
therefor, I would have to say that you have picked-up a Virus that is messing with your Bios - somehow ^__^
- just my opinion "thought-out-loud" ^__^
