You see...basically, the creator of Wing (in the third biggest mistake in the legacy of Gundam*) felt that, since he was unable to convincingly depict romantic relationships for the characters, and, since the yaoi/hetero crowds were both drawing to it, the guy felt it would be a smart move to leave their sexualities neutral. That's right, he decided he didn't want to give them sexualities and let the audiences make their decisions as they see fit. (Truth be told, I think it was a pretty cheap move from a lazy director, but that's just me.)
So in a way, if you want to interpret it as yaoi, there's nothing stopping you from doing so.
(Personally, I don't see them as gay...but then again, yaoi's never been my cup of joe, so that's just personal opinion)
(That's the one thing I never liked about Wing...the creator leaves WAY too many elements up to interpretation....in the long run, EoE was a more comprehendible view than Wing)...but I digress from my rambling
