well thats odd ... i was playing at my friends house and a cop walked right past me while i was going on a baseball bat rampage ... when he walked too close and i ended up braining him thats when the cops tried to run me down ...

As you play it gets harder. Like your wanted lvl doesn't automaticly go away unless it's one star. You need to pick up those wanted lvl things, the green badges to reduce it until you get to 1 where you can shake it off.

I guess it's just more sensitive further in.
