I still think Saitoh would win. Given Sano would just have to hit once, but Saitoh is quite a bit better than Sano. I don't think that many people would disagree that Sano is a second rate fighter (he was even a third-rate at the beginning).

I'd say the breakdown would be:
Top-tier (in order too )
-Hiko Seijiro
-Seta Soujirou
-Shishio Makoto
-Enishi
-Himura Kenshin
-Saitoh Hajime
-Aoshi Shinomori
-Fuji (I guess)

Second-tier
-Usui
-Anji
-Sano

Third-tier
-The rest of the Ten Swords (Hennya, Kamatari, etc.)
-Yahiko
-Kaoru
-Misao

I think this is pretty well-accepted throughout the show.

Hmmm, I'm gonna have to say the strongest non dbz fighter (no weapons) is probably that Tokyo defense force guy from X 1999, he pulled some nice moves without using weapons.

well i did say from anime that i had seen, and i never saw kenshin ... plus i don't know if Hiko (i guess he's from kenshin) could do much to a ... what? 200ft humanoid robot thingy (eva) who has the capability to regenerate it's self (and very quickly too) and use a extremely powerful at feild. Now if you made them the same size that would probably be a little bit different ... keep in mind i have no idea what Hiko can do .. so i'm assuming he's something like jubei.

If we're gonna go this route (strongest/no-weapons), Akira.

Akira is esentially benevolent and destroys Tokyo and most of New Tokyo. This character would be able to kick some major ass if he got pissed.

If i had to pick the best fighter it might have to be Spike from cowboy bebop, but then again i just like Spike.
I'd also have to say Vash from Trigun, i mean the guy is almost impossible to get which makes him pretty hard to fight.
If we include DBZ characters well then I'd just have to say Goku's name.
Lastly I'm going to include Inu-Yasha and Kenshin.

I know I'm going to hear it for this, but i have to mention something about what dwchang said:

I'm not agreeing with this, b/c i find it very difficult to put Kenshin 5th down. I don't see how you could do that. I guess i'll give you Hiko Seijiro since he taught him and I've never seen Enishi yet, but you can't put Seta and Shishio above them for the simple reason that Kenshin did not lose. I don't see how the fighter who didn't lose is the 5th best. I know we've talked a bit about Kenshin, but dwchang, i have to go against you on this one for the simple fact Kenshin wins and if you win then you are the best.

Bah, you guys need to see past the actual victory. For those of you who haven't seen Kenshin....SPOILERS

Shishio Makoto
It's quite obvious at the end of the fight that Shishio is exponentially stronger than Kenshin. Given, he was so powerful that in the end he lit himself on fire, but he is still stronger. The only reason he lost is b/c well...his own strength killed him.

If you watch, the last thing Shishio does is go to strike Kenshin and the blow was so powerful that the ground shakes and it's QUITE obvious that Kenshin can BARELY even fend it off. Now you tell me if Kenshin would've won if that continued...no way. Shishio at this potential against Kenshin at his (after he was knocked out and the leaves were cracking) isn't even a match.

Seta Soujirou
Soujirou at his BEST...not breaking down or going psychotic is MUCH more powerful than Kenshin. As you can see in the beginning of the fight, Soujirou is so fast Kenshin can't even see him. Soujirou could've killed him at any moment, but like I said he was "distracted." In fact, I think it's debateable that Soujirou is the 2nd strongest character in the show.

Again, you guys are looking purely at the fight and result. For Soujirou, look at it from a "If Kenshin was at his peak and Soujirou was at his peak who would win?" Same thing for Shishio...both are at least 2x stronger than Kenshin. I mean that is the way to look at "strongest" right?

Make sense?

I still stick by my statement that Kenshin isn't that strong for being the main character of his show. Given, the reason the show is interesting is that he isn't THAT strong and has to deal with powerful foes. If the show was Rurouni Hiko or something well...the show would be like one episode and he'd kill everyone in like 10 seconds

You haven't seen Hiko

. Give in all seriousness...an Eva would probably win, but...well...you gotta see the show. The sheer skill this man possesses is just amazing....basically...makes everyone look pretty ridiculous. It's one of those jokes...well at least with my friends...
