How long have the opinions been down?

I went to leave an opinion on a video, and I noticed that the option to leave an opinion wasn't there. I looked around, and didn't see anything. Tried a different person, and it wasn't there either. Tried several different people, still no opinion option.

How long has it been like this?

It's strange that you cant see the leave an opiinion link because I can. Odd. It might be a browser-specific thing.
