Metropolis certainly has that kind of look you're looking for.

The setting has the appearacnce of a future as seen by someone from the 30s. The environment is futuristic, but all the clothing styles are very 30's and 40's.

Brigadoon rocks. I've got 1-8 on fansub and R1 DVD 1 on preorder. It's very cool stuff.

Also, Gatekeepers is set in the late 60's.
