2. Actually, in much of the infantry combat these days, the goal is to seriously wound, not kill, an enemy. Why is this? Because a wounded soldier can require enemy resources to care for, and can also affect enemy morale. This probably part of the reason, besides recoil, fire control, and weight, that NATO countries (and other militaries) use weapons in .223 Remington caliber (which is practically just a slightly more powerful, centerfire, .22 caliber round - in other words, not terrifically powerful).

Railguns don't vaporize, sir, they are theoretically designed to tear, or punch, holes in things with ultra high velocity slugs. Ideal ammunition for one would be made of depleted uranium (for maximum armor penetration), with a hollow point (to collect tissue or matter, and to also reduce over-penetration). Athough I don't think railguns would be practical (or possible) for infantry use.
