Well, it was SEELE that sent Kaworu (or Tabris, the 17th Angel) to break into NERV and merge with Adam (1st Angel) in an attempt to bring about the third impact.
Reason being that Gendo had Rei use the Lance of Longinus to defeat the 15th Angel that was mind-raping Asuka, which left the Lance in a nigh-unrecoverable lunar orbit, and SEELE wanted the Lance to help bring about the third impact. That, plus Gendo's own agenda, caused SEELE to change their original plan and trick the 17th Angel to go directly after what was thought to be Adam. Adam's true form was the little embryo that Kaji brought to Gendou.

Can anyone explain how the Third Impact occurs?
(spoilerish stuff ahead, but who hasn't seen End Of Eva already?)
I know it seems to be triggered by the UN or whatnot invading NERV. Beyond that it's kind of foggy just how the Third Impact comes about (or why, for that matter)....
Anyone willing to refresh to my memory or clear this up?

Gainax staff has gone on record as saying that the religious imagery and symbolism just "looks cool". Evangelion was never meant to be a reigious show. The Angels, it has been supposed, were just radically altered humans who had always existed that way until they were awakened from their dormancy by the second impact. By that I mean they were not ordinary people who turned into Angels. The Angels were always Angels.
Remember, the analysis of the fourth Angel showed that its makeup was almost 99% the same as a human. For that matter, mankind itself is the 18th Angel, as stated in EoE.

Seele invaded NERV because they had completed the Eva series 05-13. It was their way of telling NERV "we don't need you anymore." They wanted the Eva series to initiate Third Impact by merging with Lilith, because the Evas are created from Adam.
Gendo sought to initiate Third Impact HIS way using Rei III. While the rest of NERV was busy holding off Seele's minions, Rei III merged with Lillith.
As for Third Impact itself, it ALMOST worked in creating a soul collective. After the Eva series destroyed themselves with the Lance of Longinus copies, the second stage of Third Impact began: the accelerated evolution and merging of all human souls (aka Instrumentality).
The X-factor was Shinji. His AT Field was incredibly strong due to his self-deprecating attitude problems. So strong, in fact, that it destroyed Lillith's, which in turn destroyed the soul collective and wasted all the souls within. The reason Shinji survived was because he was protected by his own AT Field. In the course of said wasting, he retrieved the souls of Rei, Asuka, and Misato. They became the person lying beside him on the shores of the sea of blood. The reason he tried to strangle her was because he was pissed off at himself for wanting all three of them in THAT way: for wanting his mother (Rei), his guardian (Misato), and the chick he never could have (Asuka). As for evidence of him wanting them all, tnk back to episode 20: "Do you want to become one with me, Shinji?"

The third impact happens because adam is reunited with lillith. NERV is invaded and gendo is like well fuck I better go do the third impact thing before seele gets a hold of lillith and adam, which is why he says 'take care of the rest' to fuyutsuki and he in return says 'tell yui I said hi' when gendo leaves the command center midway through air.
When he is in front of lillith with rei, he sticks the hand that has adam embedded in it into her, expecting to be taken into lillith with rei and adam and becoming something of a god in the third impact, in that he is active in it instead of becoming consumed and melted together like the mind of everyone else. He says 'now, rei, take me back to my yui' and she basically says fuck you, sucks his hand and adam with it off of his arm, and goes and returns to lillith with gendo sitting there like oh fucking shit.
Thats what starts third impact.
now, why adam joining with lillith starts third impact? supposedly in the beginning adam and lillith were one and then they split or something, I read that somewhere, although my own logic which unclemilo will undoubtedly demoralize says that since lillith is the mother of all humans in eva, joining of her to adam initiates human third impact, as opposed to like everyone says the other bad angel third impact. In that case, one of the angels would have joined to adam and caused what? I'm not sure, but not good to humanity.
As for the angels being mystical vs aliens. Sort of, they were all supposedly creatures lying dormat in some part of the earth. They arent messengers of god in the traditional christian sense, because eva dosent recognize 'god' as anything besides the perfection of third impact humanity. That's where eva was genious and at the same time corrupt.
Oh and adam's true form wasnt really the embryo, his true form was the giant white being of light in antarctica, the embryo was the result of scientists cloning him right before he went boom and freezing the copy. :\
