My VirtualDub Audio mpg layer 3 list is up to 56 kBit/s only

:?: Everytime i compress audio to Mp3, my selections are only up to 56 kBit/s 24000 HZ. Is there an audio filter or something that will make the selections up to 192kbs Mp3?
