I was to slow down my ISP so much that the other comps on my network cannot even open up web pages. any suggestions?

Let's see... There are little programs called Page Refreshers. They can open up pages (Yes, that means more than one at a time.), and refresh them repeatedly. They can make a network pretty slow, but that depends on how many computers have it running. Just do a Yahoo search for Page Refresher.

get a prefletcher that'd both make you faster, piss off your isp and maybe crash the de slerver that viseted bi yoo.

Even if you could utilize all your bandwidth, you'd probably wouldn't effect anybody else. ISPs have big 100mbit pipes going out(sometimes a few). You're usually capped @ 1.5Mbits. You can dream to use all 100mbits :\

Anyways what you want to do I am sure violates your TOS.
