Starry sky effect or sparkle?

I was wondering how to get this sparkle or effect like the intro of this vid. I have seen it in many amvs and meps.

I'm using sony vegas 10, and operating windows Vista.
Also AE 4.

hi, Suukei
-in Adobe After Effects use "CC Particle Systems II" or "CC Particle World"
-then change "Particle Tipe" to: "Star"
