I personally would say since MLP isn't Japanese animation, it would depend on if the original video you are editing from was enough anime to qualify as an AMV. Considering the org say a video has to be a majority anime, that would mean the video has to be at least 50% anime. I would say even if you make the video using only MLP footage for the 75% part, but it was from videos that qualify as AMVs, then it would be fine, but if you use straight up PMVs it would not be fine.
