I don't know what the anime in question is...but I may be able to narrow down your search.
It looks like early-mid 90s style to me, and probably has a theme of fighting or martial arts.

Yeah, not exactly master detective work...but still, it may help you (or someone else) find more clues.

This appears to be a defunct listing of videos by the same author: http://www.finalsayan.com/dragon_ball/b ... videos.php. I believe the video in question was intended to be posted here: http://www.animemusicvideos.org/members ... p?v=139938, but even then, the listing of anime used in incomplete. I looked through the listing of the author's videos on that site, hoping to see something listed on the video's description, but found nothing as to the name of the anime in question. The video was posted on a-m-v.org on 10/1/05, so that is, at least, a ceiling on what the anime could be.
