In Shigofumi a girl cuts her hair pretty drastically. Unfortunately I don't know the episode.

If I recall correctly, in Clannad After Story, in the special episode with the twin sisters one of them cut her hair, but I don't remember if this is detailed...

I know it's not an anime but I do believe Dagger (Dark haired chick) cuts her hair with a knife

Clarification request:

Scenes showing the actual cutting of hair or scenes showing drastic change in hair style? Because Haruhi suzumiya changes it every day... i believe episode 1 or 2 shows a time lapse of about a dozen different hairstyles for a full 30 seconds at least.
