looks like aliasing, see this for scripts that can help

or use the dvds instead, ya know...like you're supposed to :|

That looks like bad deinterlacing to me. Seems like one field got discarded and the other was interpolated with some low quality filter. If you aren't the one that dealt with the deinterlacing yourself, definitely get a better source. I think Soul Eater DVDs are being released stateside, so you don't even have to import.

Weave deinterlacing. No way to fix it without nuking the picture, use the DVD's instead.
