Hands down hottest is Amane from Tenchi Muyo GXP. My runners up would be Faye from Cowboy Bebop and Mutsumi from Love Hina.

And if you wanna count video game characters, Quistis from FF8 is definitely on that list somewhere, too ;)

but some of the names on my list would be:

Misato - Neon Genesis Evangelion

In no particular order:

Ryoko: Tenchi Muyo
Aisha: Outlaw Star
Any of the Saber Marionettes/Saber Dolls
Excel and Hyatt: Excel Saga (So what if one's completely insane, and the other's terminally anemic? They're still hot)
The Gunsmith Cats were pretty cute; gotta love chicks with guns and explosives 8)

That's about all I can think of at the moment.
