Then beginners or intermediate - Dragonball, dragonball Z, Sailormoon, etc.

Anime is as complex and varied as American Movies.
Some anime are just made for marketing and entertainment.. some are more artistic
some are made for purposes beyond making money
It's a complicated issue... one made more complicated because the appretiation of art is subjective.
I mean... if someone sees a painting and says "it's crap"... well... sure, they can feel that way... but if they have no grasp of art and the language of art (and the history of art) is that opinion very valid?
Anyway... yes... I think there are levels in anime... but it is MUCH more complicated then the levels you propose.
