Can make local downloads! Why?

I can't download any videos with local links. I live in Georgia and as much as I know no one in my country can make local downloads. When I try to download, after a while it just says: "The download should have automatically started by now. If it did not, click here." Of course that doesn't help either. What could be the reason and more importantly how can I fix this?

1/ Did you wait for some moment after that? Say, 30s?
2/ If you are using IE, didn't you get the bar on the top of your window? It blocks pop-up downloads by default, which is what this DL is.
3/ Did you try actually clicking there?

I've tried all of those ways you mentioned, but none of them worked. But pushing on button "proceed" after getting that text worked. I feel so dumb I guess I shouldn't post it on help forum before trying more. But anyways, thanks for the help.

No problem, that message is kind of confusing under those buttons
