There are occasionally situations where (personal experience here) someone might not want to distro something because it sucks or because the content is prima facie illegal. In these cases, the videos exist, and have both gotten out into the wild at various points, but I have zero interest in distributing them generally. Absent explicit statements in the video entry that the video isn't available because it's excessively garbage or undistributable, though, there's no reason in this day and age to not have some kind of link on a video. There are enough sites out there to more-or-less anonymously host large questionable files to post up anything not allowed locally.
