There are a number of videos from the Wind Up Records incident (and by a number I mean thousands) and there always were a number of videos that simply were never made, people that used the catalog to record ideas, and other childish shit.
That's why there should be a streaming link if there's no download link, just to prove they've actually MADE the video and not just posted an idea for an AMV which may never exist.

There are occasionally situations where (personal experience here) someone might not want to distro something
because it sucks or
because the content is prima facie illegal. In these cases, the videos exist, and have both gotten out into the wild at various points, but I have zero interest in distributing them generally. If an AMV exists, and has ever possibly escaped its creator's personal machines, it deserves a catalog entry; whether they really want to actively distribute it or not is at the creator's discretion.
Absent explicit statements in the video entry that the video isn't available because it's excessively garbage or undistributable, though, there's no reason in this day and age to not have some kind of link on a video. There are enough sites out there to more-or-less anonymously host large questionable files to post up anything not allowed locally.
