They were implicitly trying to create a parallel between commercial and non commercial infringement (see the dream sequence of the young kid that wasn't obviously bootlegging anything). Hilarious propaganda, but true in that the DMCA makes no distinction between the two acts. They're about 10-12 years late on the whole selling burned copies of games / CDs to your friends that don't have access though.

This reminded me of Weird Al's "Don't download this song" song. Heck that one brought even more of a message than this video to me.
