Issues with local download

I can't download anyting local, I get put into a screwy page that has this:

Is this because I run 64 bit instead of 32? All the local ones show up like that for me.

I'm using IE. I'ed IE before but it always been 32 bit, I've gotten a new computer, I have a tendency of breaking mine. *dry laughs* anyways the url you offered says this. :

Trying again, isn't going to solve anything. I've gone through several of them by now. It'ssomething to do with the communication between my computer and the website.
